NOTE: As of January 2022 ERAP applications have re-opened even though there is currently no money remaining in the program. If funds are added to the program, applications will be considered in the order they were received. The Office of Temporary and Disability Assistance is managing New York's Emergency Rental Assistance Program.
ERAP applications have a lot of steps, check out our "Lease Sense with Harriet" YouTube channel for lots of how-to detail. If you are a tenant of ours, you can come into our office and we'll help. If you are anyone's tenant and live in Chemung County, Rebecca Spallone can help you apply (click here for contact info). The system can be a bit overwhelmed and may give random errors when you are trying to save things or verify household members. There is no way to "resume" a partly-done application - please have the following ready before starting:
-date of birth for each household member
-social security number for each household member (required only if they have a social security number)
-income figures either 2020 tax year or recent pay stub (no more than 1 month old)
-if asking for help with utilities, any bills not yet paid (you can ask NYSEG to email you a "billing history")
Both Tenants and Landlords have to submit information for an application to be complete. Tenants have to complete the application information before Landlords can finish their part. Tenants don't have to upload all required documents before Landlords can finish their part. Clear as mud, right? Tenants have to enter either an email or a phone number for their Landlord as part of the application. Either way, write down and share two things with your landlord- 1) the 5 character application ID and 2) the birth date you submitted to ERAP - then your Landlord can complete their part and get your back rent (and even some forward rent) covered.
The official New York State site with renter requirements includes 3 major requirements to be eligible:
-Household income of now 120% or less than the Area Median Income (was 80% or less)
-Income or expenses have been hurt by COVID directly or indirectly
-Owe some rent for your primary residence due on or after March 13, 2020 and not yet paid
